Write a pilot charter
Name one task, one agent client, a pinned source revision and one selected skill. Record the source directory, install destination, expected script access and reviewer.
The test repository should contain synthetic material. Keep a baseline task without the skill so any claimed gain can be compared against the same model and context.
Exercise the complete loop
